Default Starts fine but Won't rev

My surf has been off the road for three years and was running fine. Trying to put it back on the road after 3 years in barn. Emptied tank and refilled, new fuel , air , oil filter. Starts perfectly but wont rev more than 1500, a little grey smoke. Engine warning light comes on for a couple of seconds every 3 or 4 minutes and then goes off again. Checked the resistances on injector pump as per manual. Any ideas would be gratefully received.
